个性想法独特，令人摸不著头绪，嘻皮笑脸又黑暗疯狂，有着庞大知识量、敏锐洞察力和强大格斗术的男人井泽范人（泽村一树饰），看起来像个迷，其实是前公安菁英警官，尤其擅长潜入搜查。由于某起案件而被左迁至总务部‧资料课担任室长。而资料课表面上看似问题人物的集合地，但暗地裡进行著某项秘密计划。 这计划是把全日本国民的个人情报、全国的监控镜头、电邮及电话的通讯资料等收集成为大数据，再配合过去15年的犯罪资料，以人工智能及统计学进行分析，找出很有可能将会犯上杀人罪的高度危险人物。为了把“未犯系统”实用化，资料课就要利用这些危险人物的资料，出动进行潜入搜查，了解目标何时何地为何会杀谁，从而阻止案件发生。所以表面上的资料课，实际是叫做“未犯”的全新刑侦系统。 井泽范人同时也负责管理一众极具个性的部下。 包括一直在寻找失踪前搭档樱木泉（上户彩）并与井泽作对的山内彻（横山裕），抖S格斗女警小田切唯（本田翼），怨气连天的骇客高手南彦太郎（柄本时生），无所不能却不起眼的田村薫（平田满）。而他们的直接负责人东堂定春（伊藤淳史），则是想把犯罪预测系统引入日本的警视厅的精英，一手打造了“未犯”。 至于系列本来的主角樱木泉，在上两辑是新人女警，经过7年后已成为在第一线活跃的搜查官，然而某次她在进行特殊任务时消失，警视厅为了避免公众恐慌，把和她失踪相关的“不适当真相”隐藏。然而“未犯”系统的出现，很可能和她的失踪有关，到底当中有什麽不可告人的真相？新主角井泽范人和樱木泉之间又有什么关系？
